Andium Homes has today published its 2025 Annual Report and Financial Statements, marking one of the strongest years in the Company’s history, with record delivery of new homes and clear benefits for Islanders, in the context of a sustainable financial position.   

The Report shows that during 2025 Andium delivered 363 new affordable homes and entered 583 new tenancies which significantly reduced social housing waiting times.  More than 5,100 homes are now managed by Andium, providing high-quality, social housing for over 10,000 Islanders.   

With its Andium Homebuy Scheme, which enables first-time buyers to purchase a home at 75% of its value, without the need for a deposit, the Company also helped 154 first‑time buyers access home ownership.

Despite wider market pressures, Andium maintained its sustainable financial performance as a not-for-profit social housing provider.  Andium made a £28.7million return to Government, invested £97million in homes and regeneration, a further £18million in repairs and maintenance and £1 million for community investment activities.  With 527 additional homes, of which 245 are family houses, under construction or in contract, and a continued focus on client engagement, regeneration and digital transformation, Andium enters 2026 well positioned to build on this momentum and deliver even more opportunities for Islanders. 

For Chief Executive Lindsay Wood, the publication of the 2025 Annual Report coincides with the completion of her first year in the role, a year she describes as both challenging and deeply rewarding.

“2025 was an outstanding year for Andium Homes and one I am incredibly proud to reflect on, not just because of our new development and stable financial performance, but because of the real difference those outcomes are making to people’s lives. 

We provided homes, stability and opportunity to more Islanders than ever before, strengthened communities, and continued to operate as a resilient, well‑run business in a challenging economic environment. I feel privileged to lead an organisation that cares so deeply about the Island, works collaboratively with partners, and remains relentlessly focused on doing the right thing for our clients and communities.” 

Major developments including Maisons Les Arches and Le Grand Douet were completed during the year, helping to regenerate the north of St Helier and create modern, well‑connected communities. Waiting times for social housing also reduced significantly, with 84% of Band 1 applicants housed within 12 months.  This average does not tell the full story, and there were many instances where applicants were offered a home within weeks of joining the list.   

Andium’s focus on delivering a great client experience continued to show results, with the client satisfaction survey demonstrating client satisfaction at 78%, benchmarking well against peer housing organisations in the UK.  More than 60% of clients now use Andium’s App and Portal, making it easier to engage with services and manage their tenancy. 

More Islanders than ever before were supported into high-quality, social rented and assisted purchase homes, experienced improved services and felt the benefits of well‑connected communities, with a strong focus on listening to clients and putting people first.  Looking ahead, Andium’s priorities remain to help Islanders access and enjoy great homes and services at the right time in the right way.  With more new homes in delivery, there has never been a better time to access a home from Andium, whether to rent or to buy.

Andium Homes is delighted to announce the appointment of two new Non‑Executive Directors, Lisa Mclauchlan and Vijay Khakhria, who will join the Board on 1st March 2026. Both individuals are locally resident in Jersey and bring extensive experience to support Andium’s continued growth and development.

Their appointments follow the retirement of long‑serving Board members Jonathan Day and Julian Box in February.

About Lisa Mclauchlan

Lisa brings more than 25 years of commercial leadership experience spanning financial services, technology and data‑driven businesses. She has held senior strategic and commercial roles across several multi‑jurisdictional organisations, leading global business development, sales operations, marketing and commercial transformation programmes.

Lisa also serves as a Non‑Executive Director of the Jersey Sport Board and Chair of its Remuneration Committee, supporting the organisation’s strategic and governance objectives.

About Vijay Khakhria

Vijay brings over twenty years of senior financial, commercial and governance experience across regulated sectors, capital‑intensive organisations and Government advisory. A Chartered Accountant, he recently concluded his service as a Lay Member of the Public Accounts Committee, where he provided independent financial and commercial oversight of public sector performance. He is also a Non‑Executive Director of the Jersey Opera House, supporting ongoing governance and operational stabilisation.

Vijay has extensive board‑level advisory experience, including financial strategy, governance improvement and stakeholder engagement, particularly within high‑scrutiny public‑sector contexts.

Following a significant programme of training and work, Andium Homes have been awarded
Dementia Friendly Business status.

The Dementia Friendly Business scheme was launched by Dementia Jersey in 2023, with Jersey
Hospice the first to secure the accolade, and JT following this in 2024. The scheme asks organisations to sign-up to an audit of customer-facing spaces and services, and to complete a comprehensive training scheme for staff – as well as make an ongoing pledge to maintain inclusivity and accessibility. Andium Homes have given access to public and business areas of the organisation, as well as newly-built properties.

The scheme is open to all sectors, from retail to housing, utilities to entertainment, and finance to transport. Benefits of taking part include improved communication with clients, support for the workforce, and a wider impact on accessibility – as many of the outcomes can address several needs (such as visual impairment or sensory difficulties). Most importantly, the scheme means businesses pro-actively support the growing numbers of people on island with dementia or mild cognitive impairments.

To attain certification, Andium Homes have added an accessibility tool to their website, added additional high contrast to bathrooms, and planned a programme of minor works, including ‘dementia friendly’ signage. Senior members of the team having also taken on board suggested practice for future developments, and are actively engaging tenants in a process to improve wayfinding in tenant blocks.

Peter Styles has been appointed Chief Financial Officer of Andium Homes. The appointment was made at the conclusion of the recruitment process run by the Chief Executive Officer of Andium Homes and overseen by the Jersey Appointments Commission.  

Peter will take up the vacant Chief Financial Officer role on 1st July 2025.  

Peter is currently the Chief Client Services Officer at Andium and has been with the Company since October 2023, where he previously acted as Head of Finance and played a pivotal role in the £100m private placement funding that Andium achieved in 2024.  Prior to joining Andium, Peter, a Chartered Accountant, held several roles with the Treasury & Resources Department of Jersey’s Government, latterly as the Head of Group Reporting. 

Peter was born and raised in Jersey and attended Hautlieu School before continuing his academic studies at the University of East Anglia where he attained a BSc in Development Studies, before going on to study Accountancy.

This initiative has marked a significant step forward in leveraging smart technology to enhance property management and improve the living conditions of our residents in line with our core values and principles.

Why we need Healthy Homes

Andium Homes is committed to continuously enhancing the living experience of our residents by prioritising the provision of safe and healthy homes. Effective monitoring of our homes helps inform our maintenance plans and allow us to quickly address any issues that can impact on the quality of life for residents.

An effective and proactive process for monitoring and maintenance will help us to prevent issues such as poor ventilation, inadequate heating, or poor insulation, all factors which can have a negative impact on the environment within a home.

The Healthy Homes Pilot Scheme

The pilot scheme successfully illustrated the effectiveness of IoT devices and the LoRa (Long Range) network by deploying Hubs in selected properties, enabling the collection of building performance data, developing property insights, enabling proactive maintenance, and improving energy efficiency.

The pilot demonstrated how IoT technology has the potential to help with, the effective identification and management of maintenance related issues before they escalate, reducing energy consumption, and ultimately providing a better living experience for residents. There are several opportunities to extend the scope of monitoring to communal spaces that will further enhance resident safety and enjoyment.

The Role of the LoRa Network

A key enabler for Healthy Homes is the LoRa (Long Range) network which is a low-power, wide-area network technology. The IoT devices can easily connect to LoRa Gateways to support efficient data transmission across long distances. Unlike traditional Wi-Fi or mobile networks, LoRa provides:

· Reliable Connectivity: Even in areas with poor mobile signal or Wi-Fi coverage, LoRa ensures continuous data transmission.

· Low Power Consumption: The hubs operate for extended periods without the need for frequent battery replacements, making them cost-effective and sustainable.

· Scalability: The LoRa network supports a large number of connected devices, meaning that as the rollout of Hubs is extended additional properties can be integrated seamlessly.

· Healthier Living Conditions: The Hub can help tenants by providing clear and real time information about the indoor air quality which can be used to manage and reduce the risk of damp.

· Lower Energy Costs: By tracking temperature and humidity levels, the Hubs can provide tenants with real time recommendations to optimise heating and ventilation, leading to reduced energy bills.

· Faster Repairs and Maintenance: The data gathered by the Hubs will help us to spot potential issues before they became serious so that we can intervene sooner and hence reduce discomfort and future disruption for tenants.

The insights gained from the pilot are positively informing our solutions for future smart housing that will ensure that Andium continues to set new standards in property management and tenant well-being.

The opportunity highlighted by the pilot’s success marks the beginning of a smarter, more efficient, and tenant-focused approach to social housing. Lindsay will take up the role on 22nd April 2025 following a structured handover with the outgoing Chief Executive, Ian Gallichan, who announced his retirement in July 2024 after 11 years in the role.

Lindsay is currently the Chief Finance and Operations Officer at Andium, and formerly the Finance Director; she has been with Andium since incorporation in 2014, and prior to that the Housing Department since 2011.

Lindsay has lived in Jersey since 2007 with her husband and two daughters and is a Chartered Accountant with 14 years of housing experience, previously working at PricewaterhouseCoopers. She recently led a first for Jersey in securing what is understood to be the first Social Private Placement in a Crown Dependency, securing £100m investment into Andium’s development programme, facilitating the construction of 250 new family homes for Islanders, with work on some of those homes is already underway.

‘An accelerating problem’

I am writing in response to an article you published on 22^nd January ‘An accelerating problem’ which discusses the ongoing ‘bean drain’ in Jersey, where working-age residents are leaving the Island due to high house prices and the rising cost of living.

Your article highlighted how difficult it can be for working families to purchase a home and used the example of Jenny (name changed out of courtesy) a nurse, earning £44,587, married to a teacher, earning £51,530, giving a combined salary of £96,117 before deductions, tax and childcare costs.

The article highlighted that based on an assessment provided by the Mortgage Shop the couple were only likely to be able to achieve a mortgage of around £420,000 and would need a 10% deposit for their purchase.  Clearly this is well short of the £800,000 average price of a 3 bedroom home, as reported.

It is absolutely right that in today's housing market, finding an affordable home can seem daunting. However, there are options available to those who cannot afford the home that they need on the open market.  Andium Homes is proud to be able to offer homes for sale at 75% of market value and we have made home ownership a reality for hundreds of buyers over the last few years.

Andium Homebuy is a shared equity scheme approved by the Minister for Housing.

Buyers buy 100% of the home they purchase but are required to pay just 75% of the price.

We would like to clarify some details surrounding the transfer of a proportion of our site at Haut du Mont.

We have been working closely with the bereaved families and displaced residents since the incident, and with the Government on the memorial.  Transferring part of the site into Government ownership was a key outcome from the consultation with the bereaved families who wanted assurance that the memorial will be owned by the public in the long term and suitably protected.

We are transferring the southern part of the site only, at no cost, to the Government of Jersey.  The 21 homes which remain on the northern part of the site are being retained by Andium.  Work started last week on a comprehensive refurbishment of these homes, which will be completed later this year, enabling these to be made available for rental to Islanders once again.

Andium Homes has secured a £100m Social private placement to fund its ambitious development programme, delivering much needed new homes for Islanders. 

This agreement is understood to be Jersey’s first Social labelled private placement, the proceeds of which are used for projects that address or mitigate a specific social issue and seek to have real social impact.  

The £100m will help fund Andium’s ongoing development programme which is now focusing on the delivery of new family homes across the Bridging Island Plans sites. Andium is actively engaged with landowners and developers and, subject to positive progression on these sites, anticipates developing more than 250 new homes within the next four years. 

This was Andium’s first issuance in the private placement market, receiving strong interest from across the UK and North America, demonstrating confidence in Andium and its plans for delivering homes for Islanders.

Ahoy me hearties!  Exciting news…

We’re thrilled to announce our brand-new pirate-themed playground at Le Marais is now open! The centrepiece is an impressive Play Ship, measuring 17 metres long and standing 8 metres tall. It’s designed for children aged 5-14, offering challenging climbing, balancing, coordination, and agility activities.

But that’s not all! The playground also features swings for all age groups, from toddlers to teenagers, rockers, and an 8.5-metre tube slide for extra fun. There are also comfortable benches for the grown ups and new pedestrian safety improvements to ensure everyone has a great time.

We will be doing an official launch in September with the children from Samarès School who kindly designed the fantastic flags for the Pirate Ship too. 

The Chief Executive of Andium Homes, Mr Ian K Gallichan, has announced that he will be retiring from his position effective 4th July 2025, after a distinguished 34-year career in the housing sector. He will leave behind a legacy of transformative leadership and unwavering commitment to social housing in the Island. The announcement comes as Andium Homes marks its 10th anniversary since incorporation on 1st July 2014.

Ian was educated at Victoria College, beginning his career as an officer in the Royal Hong Kong Police. He joined the Housing Department in 1991 where he gained comprehensive experience across all aspects of social housing. His dedication and expertise saw him rise through the ranks, culminating in his appointment as Chief Officer of the Housing Department in 2006.

Ian was instrumental in commissioning an independent review of social housing in Jersey, a pivotal step that laid the groundwork for significant improvements in the quality of social housing in the Island. His visionary leadership was the driving force behind the creation of Andium Homes, shaping its overarching strategy, developing the Company’s vision of great homes and services for all who need them and embedding a set of Andium values which colleagues live and breathe today.

Andium Homes has thrived under Ian’s leadership, improving the lives of thousands of Islanders and regenerating several areas of the Island, notably in St Helier and St Clement. The Company is Jersey’s largest residential developer and landlord, with an impressive portfolio of over 4,900 homes and serving more than 10,000 Islanders, alongside an annual programme of assisted purchase sales.

In preparation for Ian’s retirement, the Board of Directors will commence a comprehensive search for a new Chief Executive to lead Andium Homes into its next chapter, building on the strong foundation laid by him.

We are delighted to have been chosen as one of the successful recipients of an Open Programme grant from Impact Jersey.  Our proof of concept project to evaluate the feasibility of using sensors to collect data from our properties was granted £74,900.  

The aim of our Realtime Sensor IoT Project is to directly benefit some of the most vulnerable people in our Island community and to provide solutions for challenges they face using technology.  We have carefully considered the benefits and use of sensor technology for the last couple of years to establish the right approach to ensuring a scalable and resilient solution to obtaining real-time insights to help inform and solve the Island's greatest challenges in social housing including energy consumption, early flood detection and damp and mould issues.  

55% of our clients use our online services, this new technology provides a direct benefit to our clients who would not normally have access to this technology.  It provides an opportunity to increase digital inclusion and help clients in their homes live sustainably.  

The pilot programme focuses on 10 homes and communal areas and we aim to optimise our sensor technology and data analytics to scale the project across our entire housing stock.  The technology will enable real-time insights of different environments, facilitating a more proactive maintenance services delivery and contributing to our sustainability goals.  

Notice of Surveyors’ Inspections

As part of our ongoing inspection programme of our homes, we need to undertake a survey of a selection of our homes and these are being carried out for us by Jones Lang LaSalle, a firm of Chartered Surveyors.

Please note that this is not an inspection to highlight repair issues; these should be directed to our Maintenance Team in the usual way via telephone 500799.

These inspections are part of a rolling programme and visits will be undertaken between the 9th October and 13th October, we will be asking some residents to view properties internally.

Please note that the surveyors will not visit everyone. If you are not in when they call, they will not leave a card or call back, but will visit another property instead.  There is no need to make any special arrangements around their timetable.  However, if you are in when the surveyors call, it would be greatly appreciated if you could co-operate in giving them access to your home. Their inspections (which may include taking photographs) will last only a few minutes, and they will not disturb your home in any way.

The surveyors will carry a letter of authority as well as Jones Lang LaSalle company identification.

• Eligible Islanders will be able to access up to 40% towards the purchase of a home in the open market
• The Government of Jersey is partnering with Andium Homes on the scheme

A new £10 million shared equity scheme to help Jersey’s first-time buyers into home ownership has been announced by the Minister for Housing and Communities, Deputy David Warr.

Under the First Step scheme, eligible Islanders will be able to access a Government contribution of up to 40% towards the purchase of an open-market property. The buyer will need to provide a 5% deposit towards the purchase.

The funding, which was allocated in a previous Government Plan, will be available as soon as final policy development is completed in partnership with local banks. This is expected to be by spring 2024. From today, Islanders already registered on the Assisted Purchase Pathway are being invited to register their interest by contacting Andium and ensuring their details are up-to-date. Islanders not already registered on the Pathway but wishing to put themselves forward for the new scheme are being encouraged to register their details and interest now.

It is anticipated that up to 60 households will be able to benefit from the initial £10 million investment, which the Government will consider extending should the scheme prove successful.

Access to First Step funding will be available to those who have a household income within the Minister for Housing and Communities’ existing assisted purchase eligibility criteria. The allocation of funding will be prioritised towards the lowest-income households, taking into account how long they have been registered on the Pathway.

The First Step scheme will also be limited to true first-time buyers, who have never owned property in Jersey or overseas.

The Minister for Housing and Communities, Deputy David Warr said:

“This Government is supporting Islanders to achieve their aspiration of home ownership. The investment we’re making to support first-time buyers will provide targeted assistance for Islanders, particularly those on lower incomes, at a time when housing market transactions have slowed.

“We recognise that getting onto the property ladder is a challenge for many Islanders. We’re not saying this amount of money will improve affordability conditions in general, but the First Step scheme, together with the other initiatives being delivered to support home ownership, will enable us to make a real difference to Jersey families.

“This scheme won’t just help first-time buyers, but will also help complete chains, with a ripple effect that I believe will get the housing market moving again.

“Having carefully considered around 20 different options, Ministers feel this scheme represents the best way we can support a good number of households, in a manner which works in today’s housing market conditions. The way it’s structured means this isn’t the Government giving out ‘free money’, but we’ll be helping people bridge the gap to get their first step onto the housing ladder, whilst seeing a return for Government in the long-term and we want to see that re-invested back into new schemes in the future.”

The detailed policy for how the funds will be prioritised and allocated will be further refined over the next few months, working with local banks, lawyers and estate agents. There will, however, be limits on the total property costs to ensure as many households as possible are supported.

The Government is partnering with Andium Homes, the States-owned affordable housing provider, to administer the First Step scheme, making use of its established skills and experience running the Andium Homebuy scheme.

Following confirmation that Camerons (Jersey) Limited has been declared insolvent and liquidation proceedings will shortly commence, Andium Homes has reassured clients living at Cyril Le Marquand Court they will not be affected, and that work will continue on site without interruption. The Company prepares for these eventualities and has already taken steps to appoint a replacement and reputable contracting partner - ROK Construction - who will start with immediate effect.

Cyril Le Marquand Court (formerly Ann Court) is in the latter stages of construction with 80 homes already occupied. The final phases of the scheme will see 85 more homes, a new public open space and a public and residents' car park. The remaining work is now due to be completed over the next 12 months.

The projects, all of which have planning permission, will deliver 307 new homes, contributing to more than 10% of the new homes target.

The homes on these 3 sites should all be complete by 2025 and will be reserved for rent to individuals registered on the Government’s Housing Gateway or sold to first time buyers registered on the Assisted Purchase Pathway managed by Andium Homes, with assistance in funding their purchase provided through Andium’s Shared Equity Homebuy Scheme.

Andium does not sell homes by Share Transfer or to buy to let investors.

Andium Homes is delighted to have signed a development agreement with Dandara (Jersey) Limited for the delivery of up to 405 new homes on the Mayfair, Apollo and Revere Hotel sites.

Andium Homes is committed to delivering 3,000 new homes by 2030 through regeneration and intensification of existing land, land transferred by Government and acquisition of land from the private market as in this case.

Options to purchase the Hotels had already been secured by Dandara. Andium’s decision to acquire the sites will ensure that the new homes will be made available through the ‘Affordable Housing Gateway’ for Islanders who are in the greatest housing need and not available for buy to let investors.

The acquisition of new homes such as these allows Andium to continue providing opportunities for first time buyers on other sites, selling at least 60 homes each year at prices considerably below market value through its Andium Homebuy scheme.

The agreement follows the submission of Planning Applications by Dandara for each site late in 2020. The Mayfair Hotel and its adjacency with the Ann Street Brewery site provides a great regeneration opportunity for this part of Town. In response, the Minister for the Environment, recently called for a Public Planning Inquiry. It is hoped that the Inquiry will bring forward support for the many benefits each site will bring.

Subject to the necessary approvals, the sites are programmed for completion in 2025 with Andium Homes funding the projects from the private loan facility secured by the company last year.

Increasing the supply of homes, particularly affordable homes, is key to helping us create a more sustainable housing market for the people of Jersey.” Deputy Ash, Assistant Minister for Treasury and Resources, said “This project has the potential to create hundreds of much-needed family homes in town, and help us meet our
commitment to reducing income inequality and improving the standard of living.”

The Andium Homes Board is delighted to announce that, following a process overseen by the Jersey Appointments Commission and with approval from the Guarantor, Mr Richard McCarthy CBE has been appointed to the position of Chair, subject to the normal 10 day
Ministerial Decision notification period.

Richard will take over from the current Chair, Sir Mark Boleat, who was appointed by the Government in October 2019 in an interim capacity to lead the process to recruit a new Chair and other independent director roles which had become available.

The Board is thankful to Sir Mark for his stewardship over the last year and for overseeing the required Non-Executive Director recruitments.

Richard brings a wealth of experience in senior leadership and non-executive roles in the Private Sector, UK Government, Housing Associations, and the Third Sector. He lives in the UK with his family and received a CBE in the 2009 New Year Honours for his services to housing and planning.

On his appointment, Richard said “I am delighted to have been appointed as Chair of the Andium Homes Board, taking over from the excellent position left by Sir Mark Boleat. Andium Homes has a strong business model, and I am impressed with what the company has already achieved since incorporation, in delivering significant improvements across its portfolio and increasing the supply of homes for the Island. I have a passion for, and commitment to, delivering affordable housing and look forward to bringing my knowledge and experience to Andium Homes.”

Andium Homes is delighted to have signed Heads of Terms with Autism Jersey, for the refurbishment of Sans Souci and provision of a new facility for the Charity.

Work is currently underway to submit Outline Planning Permission by August this year for a wider scheme on the Ann Street Brewery site, which will deliver in the region of 266 new 1 and 2 bedroomed homes, along with a significant area of green open space, in the form of a “town wood”. The site consists of many different vacant properties, the majority of which will need to be demolished to make way for the new homes.

However, one property which will remain is Sans Souci, a Grade 3 Listed Building, located on the St Saviours Road end of the site. Andium Homes has been working with Autism Jersey who had requested a new centre from which they can deliver their services, and Sans Souci has been earmarked for this purpose.

Currently in a very poor condition, Andium is confident that a sensitive refurbishment and extension to Sans Souci, which will be carried out during the development of the main Brewery site, will be supported by the Planning and Environment Department.

The opportunity to develop a bespoke centre for autism is a vision that Autism Jersey have worked towards for a number of years. Not only will this be a great opportunity to have a permanent home for the charity, but a facility that will be used flexibly to meet the needs of people diagnosed with autism and their families, and to serve the wider community in Jersey to better understand autism.

Sir Mark Boleat, Chair of Andium Homes, said “I believe Andium is leading the way in delivering strategically thought out developments, carefully knitting together a number of sites in the North of Town to ensure that not only are much needed new homes delivered, but also adequate amenity space, parking, public realm and also looking at what local businesses and charities require.

This is evident from our plans for the Jersey Gas site, where in addition to new homes, a significant extension to the Millennium Town Park and a minimum of 150 public parking spaces will be delivered, and at Convent Court Low Rise, where a new facility for Age Concern Jersey is being constructed in addition to the new homes. We are delighted to be working with Autism Jersey to help them also find a new home.”

Paying your rent at the Post Office – A number of tenants still do this on a weekly basis and continuing to do this means that you are potentially exposing yourself to contact with other people and therefore increasing the risk of
catching or passing on COVID-19. Please consider doing one of the following:

Andium Homes is making a significant contribution to housing the people of Jersey, particularly those who cannot afford the high cost of open market housing in the Island.
Looking ahead, we have lots of opportunities to contribute even further to meeting housing needs in Jersey. We are playing a significant role in the provision of housing, not only traditional social housing, but also lower-cost homeownership and Keyworker housing solutions.

Our current business plan commits to the delivery of 2,000 new homes by 2025 with a further 200 homes per year to 2030 and, through sales of existing and new properties, it is envisaged that 1,000 families will also be helped into lower-cost home ownership. These schemes are funded through our borrowing from the Government’s £250 million Bond, and we are delighted to announce that we have also just secured, with support from the Assistant Minister for Treasury and Resources, access to a private credit facility of an additional £150 million, through HSBC and Natwest International. This new facility provides us with the certainty to progress our current projects, as well as those in the pipeline, and ultimately to deliver the homes that Islanders need.

Lindsay Wood, Finance Director for Andium Homes, said “Andium has now fully committed to the funds made available from the £250 million Bond that Government secured in order to assist Affordable Housing providers in achieving the Decent Homes Standard across their stock and to progress with a number of new developments. I am delighted to have reached agreement with HSBC and Natwest International for the additional borrowing, which will be repaid by the income generated from the homes developed. Andium’s business model continues to be low risk and this is reflected in the competitive deal we have secured with lenders - the £150m is on an entirely unsecured basis. The borrowing will result in more people having the security of a home they can both afford and enjoy.”

The Andium Homes Board is delighted to announce the appointment of three new Non-Executive Directors.

Andium Homes recently gained planning consent for the development of the Jersey Gas site, plans for which include a significant extension to the Millennium Town Park.

We held an engagement event on Saturday 8th February to receive feedback for the various landscaping options for the extension to the Park. The event was promoted on our website and social media pages, and direct invitations were sent to key stakeholders. Access to a survey was also provided on our website, so that Islanders could provide their feedback at a time that suited them.

Over 60 people attended on the day and we also reached out to a number of other organisations for feedback after the event, such as local child care providers, Cub and Scout groups and the Springfield Primary School Council.

We received over 100 responses to the survey which reflected feedback from an even split between the various age groups and interested parties.

We will be feeding all this back to our Design Team so they can come up with some concepts which best reflect the feedback received. Thank you to everyone who provided feedback, it will really help us deliver something very special on the new park.

The JEC will shortly start to roll out a programme to replace all of the old electric key meters with a new Pay As You Go Smart Meter. They will write to affected clients directly and arrange an appointment to visit and install the new meter.

The unit price clients pay for electricity is not affected by this change and the installation is free. Any credit on the current meter will be automatically transferred to the new Smart Meter. As the meter is located inside the property, the JEC will need to access the property for approximately 30 minutes.

The power will be briefly turned off, so it is recommended that clients switch off sensitive electrical equipment such as computers, fibre optic connections and satellite receivers at the socket beforehand. Clients may also need to reset any electrical clocks once the JEC has restored their electricity supply.

The programme will start with Le Marais (not H block) and Les Cinq Chenes – but all those affected will be written to individually by the JEC.

The Andium Homes Board is delighted to announce the appointment of Mrs Lindsay Wood as the new Finance Director for the Company. Lindsay will take up the post and become an Executive Director on the Board from 1st January.

A qualified Chartered Accountant, Lindsay has worked for Andium homes as Head of Finance since its incorporation, and prior to that for the Housing Department since 2011. She has been responsible for the Company’s entire finance function, financial modelling and performance, processing and reporting, ensuring that the Company repays its borrowing and continues to make the annual return to the Government of Jersey. Lindsay has been acting Finance Director since the resignation of the previous postholder in October.

The Board is also pleased to have re-elected Mrs Judy Beaumont for a further three-year term on the Board as a Non-Executive Director.

Sir Mark Boleat, Chair of the Andium Homes Board, said “We carried out an open selection process and the position was duly advertised. There were several well-qualified external applicants, but Lindsay was the strongest candidate and the Board enthusiastically endorsed the conclusion of the Selection Panel that she be appointed. Being able to appoint an internal candidate given strong competition from external candidates is always pleasing for an organisation. The Board has faced a number of changes in recent times, so I am also pleased that Judy Beaumont has been re-elected for a further term, providing additional stability to the Board. Andium is currently recruiting a further two Non-Executive Directors to fill vacancies on the Board and expects to announce appointments at the beginning of February”.

Our “All Trades” contract is due to expire at the end of this year. In June, we followed a full tender process in order to put a new contract in place.

We are pleased to announce that our new “All Trades” contractor from 1 January 2020 will be Calton Limited.

Calton Limited have been working with Andium Homes since 2016 carrying out Void Refurbishments and delivering our programme of kitchen and bathroom replacements. We are delighted that they will now be working with our response repairs team to deliver general maintenance services on our behalf.

Andium Homes is pleased to welcome Sir Mark Boleat as interim Chair of the Andium Homes Board, and new independent Non-Executive Director, Jason Laity.
Sir Mark and Mr Laity were introduced to the staff and Leadership Team from Andium Homes on Friday, followed by some site visits which provided an overview of current development activity. Andium Homes is currently on site delivering 760 new homes, which start to be delivered this month with the first phase of the Samares development being completed, and 15 new homes at Belmont Court.

Andium also has outline planning consent for 122 new homes on the Jersey Gas site. The plans do not just deliver new homes but also include a new underground car park with options for electric vehicles and a significant extension to the Millennium Town Park. Planning consent has also been obtained for 5 new homes on the Robin Hood site and 21 new homes on Convent Court Low-Rise, the latter also including a modern facility for Age Concern to run their valued services.
Andium is also working on plans for the Ann Street Brewery site, which will include a Town Wood.

Following the visits, Sir Mark Boleat said “It was a pleasure and very reassuring to see all the good work that is being carried out by Andium Homes. The developments are very exciting and will make a significant contribution to increasing the much-needed supply of new homes, taking into account everything the Public would expect, such as well designed and constructed homes, modern methods of construction, parking provision and good quality amenity space.”

Site visits included recent refurbishments at Windsor Court and Plaisant Court, the refurbishment currently being undertaken at Hue Court, and new build sites such as Convent Court Low-Rise, Ann Court, Belmont Court, Jersey Gas, La Collette Low Rise, Le Squez Phase 4 and Samares.

If you have not yet purchased a digital tv or set-top tuner, as part of Jerseys analogue/digital ‘switch-over’ completed in November 2010, you will need to do so because our analogue television signals are finally being turned off.

Unfortunately, maintaining this ageing equipment has become increasingly difficult and, as a result, the analogue terrestrial television distribution equipment is being decommissioned and will be switched-off on the 13th December 2019.

To continue watching TV via an aerial after switchover, viewers will need to convert their analogue television using a digital box or make sure they have an integrated digital tv set, for further information please see the on-line ‘Digital Switchover FAQ’ sheet published on the BBC Home page on the 13th November 2014.

The island’s largest housing provider, Andium Homes, has signed up to join the Government of Jersey’s voluntary landlord accreditation scheme.

Rent Safe was launched in response to the introduction of minimum standards for rental accommodation. The scheme recognises landlords and agents who can show that their properties meet minimum requirements and helps potential tenants to identify housing providers that offer safe, good quality homes.

Andium manages more than 4,500 properties and provides homes for more than 10,000 islanders. The properties will now be fully assessed, and given ratings to demonstrate the standards that they meet.

The Minister for Children and Housing, Senator Sam Mézec, said: “I am delighted that Andium Homes have committed to Rent Safe. As Jersey’s largest landlord, this marks an important milestone for Andium, for their tenants, and for the Rent Safe team.

“Everyone in Jersey deserves to have an affordable, secure and good quality place to live. Rent Safe shows tenants that they can be confident in their homes and in their housing provider.”

Carl Mavity, Head of Service Management for Andium Homes, said: “Andium Homes has always been supportive of initiatives which improve housing standards, or which offer greater protection for tenants. We are therefore very pleased to be joining the Rent Safe Scheme.

“By the end of this year we will achieve 100% compliance with the Decent Homes Standard, so the injection of an additional 4,500 good quality homes, managed by a well-known and trusted landlord, will provide a significant boost to the list of accredited Rent Safe landlords.”

The Minister for the Environment, Deputy John Young, said: “Andium Homes joining Rent Safe is excellent news for tenants across the island.

“All landlords – from those who own one property, to those who provide many homes – should consider signing up for Rent Safe, to demonstrate that their properties are safe and secure. I would encourage any landlords who are yet to sign up to make the commitment.”

Significant progress is being made on 15 new homes being delivered at Belmont Court, opposite the Ann Street Brewery site. This is a fantastic development which will compliment future plans to regenerate this part of town. We are delighted to launch our new self-service client app Andium@Home which will allow our clients to access our services, at a time that suits them 24/7.

Andium Homes is delighted to confirm that, having had the loan agreement approved by the Treasury Minister, the Hue Court refurbishment is now due to commence.

Rok Construction has been successful in the tender for the refurbishment. The contract will deliver a full refurbishment of both high-rise buildings, 90 units in total, over a 74-week period.

Internally, the work includes a full rewire, new plumbing, insulation and ventilation upgrades, new kitchens and bathrooms. Substantial fire upgrades will be carried out which include sprinklers to be installed to all the flats and communal areas. Externally, the buildings will both have new windows, a new roof and the lower portion of the buildings will be externally insulated with a new finish. The basement will be upgraded with new lighting, sprinklers and other associated fire upgrades. The work will modernise the buildings aesthetically as well as upgrading their performance, significantly reducing maintenance and running costs for the future.

In order to meet the actions identified for Andium Homes which came out of the Independent Jersey Care Inquiry, all 90 units, on completion, will be offered to Health and Community Services to provide much needed Keyworker accommodation. This decision is fully supported by the Minister for Children and Housing and Keyworker Project Board.

The recruitment and retention of our staff is a challenge for us and there is no doubt that the standard of housing previously available has contributed to that. We should be able to offer our Keyworkers good quality accommodation in an appropriate location and I believe Hue Court will provide just that.”

Following a significant consultation period, and Board approval this week, Andium Homes is pleased to announce the preferred option for the new development on the Gas Works site, which received 79% of the support during the consultation.

The project will provide 60% of the site to deliver a substantial extension to the park of 5,480m2 which, on completion, will run up the side of Tunnell Street all the way to St Saviours Road. The preferred scheme will also deliver 117 new homes on the north of the site, with 106 residents parking spaces and a public car park providing an additional 172 spaces.

Andium Homes has instructed architects to submit an application for Outline Planning Consent as soon as possible.

Frank Walker OBE, Chairman for Andium Homes, said “I am absolutely delighted with the option that has been chosen for the future Gas Works development. This enables us to deliver on our vision for the site and what the States subsequently asked us to do following the debate earlier this year. This scheme is inter-dependent with our delivery of the Ann Court and Brewery sites, where we plan to deliver a mix of new homes and tenures, community and third sector facilities, pedestrian links, public realm and additional green spaces, all contributing to the regeneration of the North of Town. These plans are aligned with the Council of Ministers proposed Common Strategic Policy commitments and the Island Plan”.

Simon Crowcroft, Constable of St Helier, said “I welcome Andium Homes’ proposals to increase significantly the extent of the amenity space of our Millennium Town Park, as well as the provision of much needed public parking in the area. The reduction in the number of homes being provided on the site is also a great improvement on the original developer-led scheme for nearly 300 units, as it means the residents of the smaller number of new homes will enjoy much better facilities.”

Andium Homes purchased the Gas Works site, with a planning permit for 253 homes, in September 2017. We immediately had a new vision for the site, one which would deliver approximately 110 new homes, create a significant extension to the Town Park and the potential for 150-200 underground parking spaces. This was subsequently supported by States Members following a debate in January this year and we have since been working with our architects to develop a number of options that will deliver our new vision for the site. The 5 options are set out below. Feedback from those events will inform the next stage as we progress towards an outline planning application. Following consultation, our next stage will be to submit an outline Planning Application.
