Partnership Pathway

The Partnership Pathway provides a route into social housing for individuals who either don’t meet the Affordable Housing Gateway criteria or meet one or more of the following:

  • Have complex housing needs
  • Require multiagency support to maintain a tenancy (complex care & support needs)
  • Do not have capacity to sign a tenancy agreement
  • Individuals subject to JMAPPA

The Partnership Pathway is a framework that helps people access our homes and works with partner agencies to make tenancies successful.

Clients applying for accommodation via the Partnership Pathway work with a referring agency to identify the support they may need to maintain their tenancy and explore any risks that may be associated with moving to independent accommodation. Instead of the usual one-year introductory tenancy, clients are offered a 2-year supported tenancy to give them more time to settle into their new home. As a minimum level of engagement, we ask that the client and their referring agency complete a series of tenancy reviews at the 6, 12, and 18 month points of their tenancy. This is to see how the client has settled into their new home during the 2-year supported tenancy and identify any significant changes throughout this period.

The goal of the Partnership Pathway is for clients to complete the first 2-years of their tenancy with the skills and support necessary to maintain a successful tenancy in the future.

Before Applying to the Partnership Pathway

Please ensure you meet the following criteria:

  • Aged 18 or over with a maximum gross income of:
    • Single applicant £40,000
    • Joint applicant £54,000

How to apply to the Partnership Pathway

Your application will need to be supported by one or more of the agencies that is a member of the Partnership Pathway.

What We Need from You and the Agency or Organisation Supporting Your Application

Use this form to apply for housing through the Partnership Pathway and give details about your situation, income, and any support you have.

Partnership Pathway Application

The first section of the application ‘Client Information’ needs to be completed by you.

This section provides us with your basic contact details, why you are applying for accommodation, your financial details, and any information that we need to know about you to assess your housing needs. This may be information that relates to why you need to leave your current accommodation, your physical health in case you need a specific type of home or how you like to be contacted.

Alongside the form, we will also need the following documents:

  • A copy of your photo ID
  • A copy of your registration card (you must be Residentially Entitled to apply for social housing)
  • 3 months’ bank statements for all accounts held
  • 3 months’ payslips or a letter confirming your annual salary from your employer
  • If you are in receipt of benefits, confirmation of your benefit entitlement (Income Support, Long Term Incapacity Allowance, or both)
  • Any medical information relevant to your application – supporting letters from GP, Consultant or Occupational Therapy Assessment
  • Please include any other information that you feel would be helpful for us to understand why you are applying or for us to assess your housing needs
  • If you do not have capacity to sign a tenancy agreement, please include a copy of the ‘Act of Court’ indicating who will be signing the tenancy agreement on your behalf

The second section ‘Referring Agency’ needs to be completed by the professional that is supporting your Partnership Pathway application. When completing this section, you and the professional supporting your application should discuss each section in detail and state what support will be in place to make your tenancy successful, any risks that need to be considered and any other information that will allow us to assess your housing needs.

Once you are both happy with the information within the application form, you both need to sign and date the application form.

To ensure you have included everything we need to assess your housing needs please review the check list below.

  • Ensure the guidelines on the application form are followed (Section A is to be completed by the applicant and Section B by the professional/s supporting your application)
  • Explain why you are applying (homeless, been given notice by your landlord, medical reasons etc.) and why your current accommodation is not suitable, or why you are being asked to leave your current accommodation
  • Are there any medical, social or communication difficulties that we need to be aware of, and whether any reasonable adjustments can be made (i.e., no contact via phone, referrer copied into all correspondence) or specific location and property requirements (i.e., must be in town for appointments, or what bathroom type is required)
  • Confirm whether you have the necessary skills to live independently. Budgeting, cleaning, cooking, problem solving (if something goes wrong, you know who to contact)
  • Evidence how you will be paying for the rent of a future property. You will not be able to sign your tenancy agreement unless there is clear information indicating how your rent will be paid. If your circumstances change during the time you are on the waiting list, please inform us. For example, if you gain or lose employment or there are changes to your benefit entitlement
  • Provide the full name and contact details of the individual carrying out the tenancy reviews during the 2-year supported tenancy
  • Detail what support is in place to ensure the tenancy is successful, the frequency of this support, and whether any agencies other than the referring agency are involved
  • Detail any risks that need to be considered (both to the client and to others). The more information we have, the better
  • Ensure all documents requested in the application form are provided (photo ID, registration card, bank statements, pay slips, benefit confirmation)
  • Ensure the application is signed and dated by both the client and the referrer

What Happens Next

Once all required information has been received, you will be invited to meet with the Partnership Pathway Coordinator to discuss your application and your housing needs in more detail.

Before accepting you onto the waiting list, we will carry out the following checks:

  • Previous tenancy with Andium Homes: We will review if you have had a tenancy and how it ended
  • Outstanding debts: We will check for any unpaid balances with Andium Homes
  • Debts or judgments: A CIDS (Channel Island Data Service) check will be conducted
  • Location restrictions: We will verify if there are any restrictions on where you can live

If you have held a tenancy with Andium Homes before and it was not managed well, ended by eviction or you have outstanding debts this may be a barrier to accessing one of our homes. Once you have met with the Partnership Pathway Coordinator and been accepted onto the waiting list, you will receive an email or letter confirming that you have been accepted. When our Lettings Team have a suitable property to offer you, we will contact you and arrange for you to view the property.

If you are offered a home, you will be given a 2-year Supported Tenancy Agreement.

During this 2-year period you will be expected to engage with the agency that is supporting your application. They will need to complete a review of your tenancy at 6, 12 & 18 months to let us know how things are going.

At the 18 month review we will assess how your tenancy has been conducted and will speak to you and the professional supporting you to decide whether your tenancy should be extended. If no concerns are identified in this 2-year period, you will be offered a further tenancy.

Frequently Asked Questions

I meet the Affordable Housing Gateway criteria, but my Care Coordinator, Probation Officer or Key Worker has stated that my application needs to come via the Partnership Pathway?

This may be because you have complex medical or housing needs, you may benefit from having a single point of contact at Andium Homes or there are issues that need to be explored in more detail when moving to independent accommodation. If you are unsure which way you should apply for accommodation, via the Partnership Pathway or the Affordable Housing Gateway, please contact specialisedservices@andiumhomes.je and we can explore which option will be best for you.

If I apply via the Partnership Pathway what priority band will my application be in?

All Partnership Pathway applications are treated with the same priority as applications in Band 1 of the Affordable Housing Gateway.

If I am offered a property and do not accept it will my application be cancelled?

We will ask you to provide us, in writing, the reason you have refused the property. A decision will then be made as to whether you will remain on the waiting list. This is why we ask for as much information as possible when you apply, so we are fully aware of your housing needs and any information that will help us make sure you are offered a home that will be suitable and meet your needs.

I would like to accept the property that has been offered to me, what are the next steps?

You will be provided with a draft copy of the tenancy agreement you will be required to sign at least 24 hours before being invited to our office to sign the agreement. If you cannot attend our office alternative arrangements can be made.

You will be required to bring the following documentation with you:

  • Copy of photo ID
  • Copy of Registration Card
  • Bank details to complete a Direct Debit Form – this will need to be completed even if your rent is paid in full by Income Support
  • Estimate from Income Support indicating what your benefit entitlement (accommodation component will be)

Rent will be charged from the date you sign the tenancy agreement.

What support does Andium Homes offer?

The Partnership Pathway Coordinator will work closely with you and the professional supporting your application during the application process and allocation of your new home.

Once housed, support will be provided by the professional/agency that are supporting your application.

Andium Homes have dedicated teams that will support you with issues relating to your tenancy or home:

Andium works closely with the client’s referring agency to ease their transition into independent accommodation and help with any property or tenancy queries.

What happens to the support offered once the 2-year supported tenancy has ended?

The support offered by us will continue, we will still offer support in relation to any issues to your tenancy or home.

The professional who initially supported your application will discuss with you if the current support they assist you with needs to remain in place, change or stop. This should be tailored to your individual needs.

I already live in an Andium Homes property, but I would like to transfer to alternative accommodation, can I apply via the Partnership Pathway?

The Partnership Pathway is a way to access social housing, if you already live in a Andium Homes property or with another social housing provider and would like to transfer to alternative accommodation you will need to apply via the Affordable Housing Gateway.
